Empowering Partnerships among Island Nations, Marine Science Stewards, the Diving Industry & Governments to drive island-led blue workforce development and promote an equitable Blue Economy.

The Alliance provides a convening platform that facilitates unified representation for Small Island Developing States in fostering systems to prepare a modern and inclusive diving workforce.

The Blue Economy Diving Alliance got launched at the Fourth International Conference on Small Island Developing States (SIDS4) in May 2024 with a focus to address the urgent needs for equitable and inclusive Blue Economic Development.

What we do

    We convene to provide a collective and authoritative voice advocating for the needs of the marine and diving workforce.

    We foster cooperation between diverse sectors and regions to share knowledge, resources, and innovations that benefit the islands marine and diving industry workforce.

    We build political momentum and promote island-led diving workforce development champions, boosting employability, safety & marine science.

    We forge partnerships with key stakeholders- including governments, industry leaders, and educational institutions, to advance marine and diving workforce development.

    We promote & empower human-centric leaders in the marine and diving sectors who drive workforce sustainability futures.

    We advocate for closing digital skills gaps, access to modern technology, and ensuring equity for tribal divers in the future diving workforce

    We engage with policymakers to advocate for modern governance and policy frameworks that formalize marine and diving careers, as well as the dive industry, within the blue economy of island nations.

    We advocate for modernizing national education systems to integrate swimming, diving, and marine education into rural schools and community colleges, expanding skills development.

    We collaborate with financiers and aid partners to direct investments into blue workforce development in island nations, focusing on diving education, apprenticeship programs, and technology transfer.

    We align the marine and diving industry workforce with the UN Sustainable Development Goals (SDGs), a globally endorsed strategy for ecological, social, and economic integration.

    We advance marine science and diving education governance via SDG 14 & 4 (Quality Education), SDG 8 (Decent Work & Economic Growth ), and SDG 9 (Industry, Innovation & Infrastructure ) policy domains.

    We provide evidence-based policy insights and operational expertise to design blue economy development policies, utilizing Political, Economic, Social, Technological, Legal, and Environmental domains .

    Climate Resilience

    We assess natural disaster damage to diving sites and infrastructure, ensuring that rebuilding needs are incorporated into innovative financial aid mechanisms such as insurance and blue accelerator grant schemes.

    We convene a collective voice to place SIDS marine science and diving workforce at the heart of international agreements like the Sendai Framework & UN Futures Lab.

    We collaborate with partners to secure funding and resources, enhancing the diving workforce's ability to address climate impacts such as extreme weather, sea-level rise, coastal hazards, and prolonged marine heat waves

  • Futures of Diving Careers

    We convene the diving industry and governments to accelerate technology and infrastructure support in modernizing dive safety, operational safety at sea, and align Recompression Chamber Assistances Program with blue finance and accelerators.

    We advocate for island nations diving skill pact agenda that is inclusive of multilingual training resources, nationalization via vocational education and training a conducive learning environment.

    We use futures and foresight frameworks to position island dive centers as blue economy hubs protecting ocean futures via maritime & dive safety, labor, and education governance.

The Blue Economy Diving Alliance proudly partners with Atlas Aquatica, a UN Decade Action initiative. Together, we advocate for the unique needs and opportunities of Small Island Developing States (SIDS) in the global diving industry, promoting sustainable practices and equitable blue economic growth under the Antigua and Barbuda Agenda for SIDS (ABAS) for 2024-2034.
